Our People

YES Consultancy is the environmental consultancy arm of City of York Council and our team includes the following people.

 

Elizabeth Bates is one of our air quality and low emissions specialists within YES Consultancy.  She has 25 years local authority environmental protection experience, including 21 years as a specialist air quality officer. Liz has a BSc(Hons) in Chemistry, MSc Environmental Management and a Postgraduate Diploma in Acoustics and Noise Control.   She is also a qualified PRINCE 2 practitioner.  She is a chartered scientist (CSci) and a Member of the Institute of Environment Management and Institute of Air Quality Management (IAQM).  Liz has extensive experience of all aspects of local air quality management including review and assessment, planning, monitoring, data management and policy development.  Liz has a particular interest in low emission strategies and is an active board member of the Low Emission Strategy Partnership (LEP).  She enjoys working with communities and organises York’s annual Clean Air Day campaigns.

Anthony Dean is one of our acoustic specialists with over 19 years experience working as an environmental health officer for local authorities across the UK. He currently manages a number of Environmental Health and Trading Standards functions within City of York Council. Anthony has a BSc (Hons) degree in Environmental Health and a Postgraduate Diploma in Acoustics and Noise Control. He is a member of the Chartered Institute of Environmental Health and an Associate Member of the Institute of Acoustics. Anthony has been employed by City of York Council since 2007 and has been the strategic lead on environmental planning matters during this time, developing a solid understanding of the planning process and the environmental impact of planning applications. He has a particular interest in acoustics and noise control and loves spread sheets.

Andy Gillah is one of our air quality specialists and has 18 years experience of working as a local authority air quality officer. Andy has extensive experience of all aspects of local air quality management including review and assessment, planning, pollution monitoring and dispersion modelling. Other areas of interest include data management and Geographic Information Systems.

Helen Howlett is our pollution specialist with 25 years experience working as an environmental health officer. Helen has a BSc (Hons) degree in Environmental Health, a MSc in Environmental Pollution Control, and a Postgraduate Diploma in Acoustics and Noise Control. She is a corporate member of the Chartered Institute of Environmental Health and an Associate Member of the Institute of Acoustics. She particularly specialises in pollution prevention and control, other interests include acoustics, noise control and licensing.

Mike Southcombe manages the YES Consultancy, as well as a number of Environmental Health and Trading Standards functions within City of York Council.  He has 25 years experience in environmental protection and 36 years experience in the environmental field.  Mike has a BSc (Hons) in Biochemistry and Chemistry and Postgraduate Diplomas in Acoustics and Noise Control and Management. He is a Chartered Member of the Royal Society of Chemistry, Associate Member of the Institute of Acoustics and a Fellow of the Royal Society of Arts.  Mike is a strategic thinker, innovator and networker and is passionate about the work he does. He came up with the idea for the UK’s 1st holistic low emission strategy which was adopted by City of York Council in 2012.

Lucie Watson is our contaminated land specialist with over 15 years experience working as a local authority contaminated land officer. Lucie is a Chartered Scientist (CSci) and is a member of the Institution of Environmental Sciences and The Society of Brownfield Risk Assessment. Lucie has a BSc (Hons) degree in Environmental Science and a MRes degree in Contaminated Land Management.
